克钦独立组织中央委员会考虑到难民返回家园恢复正常生活状态，协商解决签订克缅双边停火协议。并以先达成停火再谈政治条件的方式解决民族争端问题。

    但是，克缅交火地区，包括果敢特区，德昂地区，若开邦战事冲突地区，所以，必须要4支北方联盟组织与缅方同时达成停火协议。要4个组织一起签订同一份双边停火协议，克钦独立组织不会单独的和缅方签订停火协议。这是克钦独立组织要坚持的原则。

    并且，双边停火协议并没有保障长久的停火承诺，因为在签订全国停火协议NCA没有达成一致之前停火是没有保障的。全国停火协议是否能够达成一致是关键的问题，双方的条款要达成一致是非常艰难的关于全国停火协议，所以目前协商签订双边停火协议也是没有保障和解决好长久和平的协议。

    近日双方预计在11月5--10之间进行停火谈判，但选择谈判地点过程中，还未达成一致。

This is the principle that the Kachin independence organization should adhere to.

    Moreover, the bilateral ceasefire agreement does not guarantee a long-term ceasefire commitment, because there is no guarantee of a ceasefire until a national ceasefire agreement is reached. Whether a national ceasefire agreement can be agreed is a key issue, the terms of the two sides to reach agreement is very difficult about the national ceasefire agreement, so the current negotiation signed a bilateral ceasefire agreement is also not guaranteed a long-term peace agreement.

The two sides are expected to negotiate a ceasefire between November 5-10, but no agreement has been reached in the process of choosing a venue.
